In that case its in your map editor you change it. If you mean time left after someone has won, well i dont think you can.

C:\Program Files\MTA San Andreas\server\mods\race\ this is default once there open mtaserver (conf file) make sure u open conf file and not log file if your view files in details mode u can see which is conf and which is log (text doc)
