How can i ban from the console

Hello. I want to ban someone from the console but i cant can u tell me the command 

I want to ban him when he is not in the server

Copy his serial or ip, go to admin panel -> bans -> Ban Serial or Ban IP

you need to create your own command

[Sarrum]

. You can use this command to ban a player by serial:
Usage: banserial <serial> <nick> <reason> <seconds>
Note: the admin resource must be running for this command to work.
