hydra and weapon damage

hi guys

i want to change hydra velocity and change its rockets velocity and damage for my server

and i want to make a dot for hydra and disable its seeking rockets

also i want to increase some weapons damage ( stechels and rocket launcher and seeking rocket launcher )

i know nothing about scripting

explain with more details ( what files should i open and edit what lines should i edit what should i add or delete in lines ... )
