Weird Problem- Please Help

ok, Ill click "start multi theft auto" when Im in the game. The game will load, but when I get into the game, the chat doesnt display and I cant see any of the other players in-game, and they dont appear on the map. Also, when the welcome message DOES appear, it wont go away.

Note: I have the GTA 3 1.1 patch and ive unintsalled and re-installed GTA 3 and MTA several times and it still doesnt work. Ive read the Commonly Asked Questions but the answers arent relevant to the question. I am running windows XP. So can anyone help, thanks.
