How strong does a big server need to be to run with 500 players?

Depends on which scripts are you going to use.

from what ive seen MTA dosnt use much at all, 4gb should be plenty, but yeah scripts will push that up.

It doesn't take much to run a server. As long as you have a decent amount of RAM and a optimized scripts, you should be okay.

It seems like a bit too much for me, I think with 8GB you should have no trouble.

Will I benefit from a cpu at 4-5 ghz? Are there situations where I can benefit from 64gb ram and 7700k at 5ghz?

If you arrive to 4096 players maybe.

Gta only really consumes bandwidth so consider that more.
