I dont see anyone

I join a game, And people are on the server, But I dont see anyone playing. There's a bunch of blue arrows ontop a roof, But I cant get up there and I dont see ANYONE. Any help?

check that, and also, switch to your MTA program. Make sure the little orange thing in the top right is flashing (every few seconds). otherwise, you're not connected.
