i think hes getting confused thinking MTA:Blue is for Vice City and MTA:SA is for San Andreas

MTA Blue is the new core which Vice City and San Anadreas are built upon. Blue will be for VC and SA, but not GTA 3(Maybe sometime in the near future).

However, to answer what I assume your question is (MTA:VC vs MTA:SA on Blue), MTA:SA is the current priority at the moment. They have stated that there will most likely be multiple SA releases and they will focus on other areas (such as VC and possibly GTA3) when MTA:SA has reached a satisfactory level.
