If you notice artifacts in several games it's due to the GPU getting too hot. This is fatal to a GPU and your could already be on it's way to a slow, but interesting death. (The closer the GPU gets to dieing, the weirder the images are it produces). I highly recommend to open up your computer (It's not hard, just 2 screws!) and just clean it sometime with a can of compressed air, this can easily fix most overheating problems, if that still doesn't fix anything, your GPU is broken and I'd highly recommend to get a new GPU. Continueing to use the graphics card now is something I would not suggest, as you could easily get more severe problems due to the GPU overheating. So, Clean the PC case from the inside (Especially the fan + cooling ribs on the GPU, it's probably clogged up with dust), and if that doesn't solve anything, a new GPU would be your next best bet. If his computer is a laptop, It's better to get a new one instead of a new GPU.

Go search on Google what are ports. Ports aren't something magic that you add on your server configuration file. You must open them on your router/modem configuration.

I think this last one has more features and it can be clocked up to 3.1GHz, the graphic card has one more GB of memory, and the HDD has same space. It's just that the computer has more features, but 4GB DDR3 RAM.

How much is this one could cost you ? +200€ than the first one but this one has more things, the only thing here is because the RAM and HDD, from 6 to 4GB and from SATA to Serial ATA would if affect much the performance?

It does not matter, a Dual Core and Quad Core is not the same. Dual Core w/ HT is good but maybe not very powerful for the amount of applications that I run. It is about the model too. You won't get better performance if it's totally cold, it only gives the maximum it can. Anyway, I'm going with the Core i5.

The Core i7 one is 500GB Serial ATA. I think I will go with the Core i5 anyway, it's enough.

You should have something making that. It's not default in MTA:SA.

Just one thing, would changing the processor to the Quad core one( i5-750 ) or to the second generation increase much the performance or would it be almost the same? Don't forget that i5 has HyperThreading.

because you are trying to run it no 64 bit ,, you can only run it on 32 bit It's not the problem, it can run on 64bit too as I already started a MTA Server in 64bit. To solve this, install glibc library or ia32-libs if it is 64bit. I don't remember
