MOTD mess fix

Simple fix to stop the motd looknig like rubbish.

i found it out my accident. if u use the mtaserverconfigtool.exe in wizard mode it isnt decrypted. if u use the classic tool, it is

It always shows regular text if the server is hosted within your firewall. If I were to do that, and u come on my server, u would see all the rubbish text.
