I played on some servers RPG, such as: SARS, SAMG, SAWG and etc..
And I notice that kind of thing that they all have the same scripts as if taken from a single source. Do not tell me where you can download the script gang system, br, turf, spawn panel and so on ?

Look at the MTA Community website.

They are stolen scripts from other servers; no other help can be supplied in that general area.

how they could steal ?

Usually involves someone hacking into the servers ftps, getting the files and then selling them to servers such as that, or just putting them up for download.
