Spawn a Speaker

Hey, I want to create a resource that allows me to spawn by the /stream command a speaker (ID 2229) that plays the music that I write her directory after the /stream command

like: /stream sound.mp3

I want that if Im in a car it gets glued in it and if I get away from the speaker the volume gets down automatically

So can anyone help me ?
