Anti-cheat resources cannot start (both SD16 0211 and 021A)

Okay, so I have been suffering with this problem for a few days after trying to return to playing MTA. I do not have any programs like cheat engine or any hex editors installed, and my computer is as up to date as possible. I'm also running the latest MTA nightly patch as of 29/02/16. Below is what I posted on my regular server's support section:

I'm pretty much at my wit's end here, this is literally everything I've tried:

Reconnecting to the server

Connecting to a different server

Restarting MTA

Restarting my PC

Running an AV scan on multitheftauto.exe

Patching over my original MTA installation

Completely uninstalling and reinstalling MTA

Replacing gta3.img with a clean copy

All to absolutely no avail. Does anyone know any fix at all? Previously MTA's main files were apparently "unsigned", although that error has disappeared after updating and I'm now left with this error.

Now I have tried using Ccleaner to free up space and try and clear my PC's cache, and even completely reinstalled GTA and MTA (again), and still, absolutely no progress. Any help with this problem would really be appreciated. I've also used MTADiag and pasted the link below.

Just tried that and it hasn't worked unfortunately. Could it possibly be anything related to a wireless connection or my firewall? MTA's .exe file is whitelisted in my firewall settings so I don't see the problem there so I'm not too sure on this one. I changed to a wifi adapter since I moved my house around, and I'm thinking possibly either the program for that or one of its drivers is somehow interfering but I could be completely wrong. I changed back to a wired connection yesterday but the problems were present before then. Will restart and try it again.

No D3D9.dll present is fine.

The problem is caused by a incompatibility between MTA and 64bit Vista - We can't fix it until we get a new code signing certificate, which will take 2 or 3 weeks.
