Vehicles move slowly (Frame skip/drop?)

I mostly play on race gamemode and driving Infernus or controlling Hunter is unbearable. Vehicles move slowly, as if my FPS is 10 or something. Hunter gets out of my control at times, the game is basically unplayable. It's hard to explain, as I didn't find many others who had the same problem.

I've tried reinstalling both GTA and MTA. I've formatted my computer. Played on different servers. I'll include a dxdiag report:

Same here! After changing my HDD im now using windows 8 the only difference from windows 7.

Game runs at 60fps (server fixed fps), everyone is faster than me. Even my char is slow.

It's the feeling like my handling.cfg would use slow settings. Like I would be playing with 25fps or so.

Same processor brand, little faster clocked at 3.5.
