Help with Borders on top and bottom in fullscreen

I want to play on 1600x900 Resolution,but when i use it i get borders on top and bottom like this:

anyone knows how to get rid of that black borders on the top and bottom?

NVidia control panel->Adjust desktop size and position->Scaling->Full screen

or

AMD Catalyst Control Center->Digital Panel Properties->Attributes->Image Scaling->Scale image to full panel size

or

AMD Catalyst Control Center->Advanced->Graphics->Configure->Attributes->Enable GPU scaling->Scale image to full panel size

or

AMD Catalyst Control Center->Advanced->Graphics->Configure->Scaling Options->Overscan->0%

or

AMD Catalyst Control Center->Who knows->Something->That->Enable
