I can't enter any server

Hello, I was playing in the server then idk what happen it's kick me (connection timed out) code Error [CC23], I re-installed MTA but steal not working, My friend have this problem also, I can't enter map editor code Error[CD07], I haver 0 server in my server browser.

Please download and run MTADiag and follow the instructions. If MTADiag doesn't launch, please install Visual C++ 2012 runtimes (download and install vcredist_x86.exe) and try again.
