Another way of opening the console/Other Function key window

My computer has a strange problem, in which whenever I press a function key, something goes wrong and all the keys stop working, except fo the function ones. But my question is not related to this issue in particular.

My question is if there is a way to change these bindings, so I do not have to press a function key, because most of the servers need the function keys in order for the player to do important stuff. I thought I could change the bindings with the console, but the console also needs me to press a function key in order to appear.

So, is there any way to make these windows appear without pressing them? A way to change these binds?

You can modify the binds by selecting 'Settings' from the main menu, and navigating to the 'Binds' tab. From what I recall, you only need to use the mouse and the keys you want binding.
