Laggy Clouds + bad reflections

Hello everyone, i have few issues with GTA (running on GRAFUROAM server)

First...

everytime i go trough cloud my FPS drops significantly to around 20FPS (is there any way to disable smoke/clouds?)

CPU is AMD Athlon x2 4800+ clocked from 2,5 to 3.0GHz (yay i love OC) ! :P these are stable OC settings tested (241x12,5) @ 1,35V

GPU is GT220, for most people its sold at 550MHz/400 (DDR2) 1024MB

I have got 645/790 (DDR3) 1024mb version which i further overclocked to 752/1035MHz so i guess it should handle GTA SA maxed out without AA. compare GPU-z with yours.. http://www.techpowerup.com/gpuz/gv7kd its around HD5570 level right now.. so i guess thats enough huh?

Grid 2 runs maxed out without AA for me. so i guess that isnt issue

i have 2GB DDR2 ram 667MHz clocked at 780MHz (Stable!)

and the second problem, my reflections are way too bad.. i have everything on max, (1680x1050) 16x AF, 100Draw distance, Very High FX everything enabled, even in F2 in game options..

I am not running any antivirus, because i check every two weeks my PC with eset online scanner. and there are not viruses.

i use W7 SP1 ultimate 64-bit.

full specs

ASUS M2N-MX SE PLUS 0302 Bios version (not gonna update it to newer, because then i dont have overclocking options!) and there is no changelog about performance or other fixes which should be interesting to me.

AMD Athlon X2 4800+ brisbane (temps 65c when OC stable..) @ 3GHz G2 revision

Kingston DDR2 667MHz 2GB RAM 780MHz

GT220 752/1035MHz (i guess enough)

OS is on one 80 GB HDD

game is on another 80GB HDD(not partition!)

MTA is 1.3.5 ver

Win 7 SP1 64bit ultimate. (50 processes running in background)

1680x1050 is my res, i tried disable driver override too.

my driver is 337.xx for nVidia gpu which is 2nd newest.

game is running 59-60 FPS otherwise all the time, except smoke or clouds..
