Mod to server needed

Hey, I was playing on a server a few weeks ago, and it allowed unlimited cars to be spawned by the users and they did not despawn on their own. sofar, I have been unable to locate how to set this on my server. anyone who can direct me I would appreciate it greatly.

It is a setting in the freeroam resource.

Open admin panel, select Resources tab, double click on 'freeroam'
