Windows 8.1 FPS Problem

Hi,

I have windows 8.1 with AMD Radeon HD 6310 Graphics card, and when I go to mta my fps is up to (10-20) when the server fps limit is either (50-65) .. I have 12gb ram, and when I play on my other computer which has 1gb, it runs great fps. I always close all programs while I'm running mta:sa on my 12gb ram, and it's still slow. So if anyone can help me please help me.. How do I fix my fps to either (50-65)?

but MTA and GTA:SA not request high spec

maybe Problem from missing driver and more programs that Consumption of the CPU and RAM.

This not a joke, his processor very low it's only 1.3 GHZ, it's won't give any good fps and you should consider that MTA require more than the single player GTA:SA.

if you are running on minimum requirements, you will experience slowdowns in MTA as it takes up extra processing power.

:note: I only installed the effects, hud etc the other day, when it wasn't there it was still the same fps ..
