Vehicle's element data

If I set element data to a vehicle and that vehicle is blown up, will the element data remove by itself?

No, if the vehicle is blown it's still there... it doesn't mean anything. Element data will be removed when the element is destroyed, blown up vehicle is not destroyed element.

Blowing up a vehicle does not delete it's element data, as the vehicle element is still there. You can use

respawnVehicle 
spawnVehicle 

to respawn the vehicle.

One more question, if I know player's account's ID, how can I retrieve the player?

Use getAccountPlayer with getAccount
