In all seriousness, first check if this occurs on different servers. If not, try reinstalling GTA (specifically, reset your Gta3.img). If it is still broken, you're probably pirating the game (I'm going to just assume you lost the dvd), in which case you should buy San Andreas or just download a different copy (because you lost the cd)
