MTA not entering the game :(

i have windows xp service pack 3 with everything that MTA requires but still MTA is not entering the game just crashes and gives a message

Please download and run MTADiag and follow the instructions. If MTADiag doesn't launch, please install Visual C++ 2012 runtimes and try again.

i forgot to tell you that MTA is not even detecting my antivirus. i have Avira free version 2013.
