Help does not open server

Well I am having trouble opening my server on a notebook I've opened up the doors of the modem and the firewall but OpenPorts I type in the console and says that the doors are closed someone tell me why?

OBS computed in my personal it is windows 7 and I can not open normally

Yes the ip ta right and I already rebooted the router many times and I can not open with the same wi-fi on my desktop computer (personal) the difference is that my personal computer is windows 7 and the laptop is windows vista

Make sure in mtaserver.conf is empty. ie:

<serverip></serverip>

Check the IP is correct by running command prompt ipconfig

Then ensure Windows firewall is not blocking incoming connections.

(You can test this by connecting to 192.168.0.11:22003 from another computer on the same LAN)
