Join flood bug with all mta versions

hi i reconnected 2 times on my server by using a command and i didn't flood the command,i've reconnected like after 15 minutes and again after 30 minutes and it says join flood wait 1 minute and it already passed 10 minutes and i get the same message

oh and mtadiag says that it cant read mta path and its in same location as it used to be before

i runned that installation as administrator but it didnt install like 20 files most of the files were from MTA folder

edit:mtadiag didnt succeed to update it same error like above and when it tried to gather information about my computer there was error at 40% and it says failed to open event query the rpc server is unavailable

and i got this link to pastebin,hope it helps and idk why isnt mtadiag working well

What actions have you tried so far?

well nothing after this because i cant do anything untill towncivillian comes because i don't know what else to do

oh and something keeps minimizing my games and mta and i have disabled interactive services and it still minimizes after reboot
