I already work in the mini race mode for my server.

Classic license for vehicles.

Example load the map for infernus license,if u finish the map in (example) 1 min. Later u can use the infernus in the main server.

MissionTimer is a perfect for make this.

Well, i use mission timer but u can make the owner timer.
