NPC/Traffic like offline mode

So I would like to have traffics/npcs like offline mode

I've seen this website

NPC high-level control (HLC)

NPC HLC traffic

NPC HLC traffic editor

NPC task sequencer

Server collisions

and the path san andreas

But I can't figure out WHERE I should upload the files. I've tried to figure out but it seems like impossible, where should I upload these files to? And how to install?

I did what it said but how do I use it then? Do I need to connect to the server or how?

Copy and paste the resource (it must be in a .ZIP or a folder) in your MTA Folder/servers/mods/deathmatch/resources, then go to the Console and type 'refresh' and then 'start [resource name]' or go in-game, login and type '/refresh' and '/start [resource name]'.

Okay I did what you said but how do I use it? O_o

Btw when I start the server it says it can't find the resources acl

meta and settings so I can't open the admin panel.

How to solve this?

Help someone? How can I edit the traffic? Do I need to connect to the map editor on the local computer or just to the server ?

If the server can't find the config files, it is not installed correctly.
