I can't even get my MTA to start

If you click or highlight that link, you will see the error I keep getting when I try opening MTA. I got to the option where it told me some options to see if I can fix it. I tried them all and they didn't even work. I was wondering what the error could be. I wanted to make a server, but I can't now until it gets fixed.

Please zip up the files in this folder from your MTA install directory: MTA\dumps\private\

Maybe missing text folder in gta sa directory.

The crash is caused by cleo.asi - I have no idea what it is doing, but cleo mods are not allowed in MTA anyway, so you will have to disable it.
