dbConnect failed, could not connect

Hello i have problem that i can't not use dbConnect in my vps

this is a strange problem for me

i have tried 2 different company's

and i have tried centOS, Debian 6 x64, Debian 6 x32, Ubuntu 11.04 x64, debian 7 x64, debian 7 x32

no one of them works ..

i tried to use mta 1.3.2 also same problem

and this is not SCRIPTING problem .. everythings work perfectly in my localhost server with remote database
