MTA client freezes & maxes out a CPU core

I'm on Windows 7 Professional 64-bit, running latest MTA.

I'll be driving around on a play map, and the game will just suddenly freeze. Screen freezes in place but the radio keeps playing, and if the freeze occurs during a sound it will stutter the sound over and over.

What's interesting is that in Task Manager gta_sa.exe will be shown using "25" cpu, leading me to believe it is going out of control on one of my four CPU cores, yet I won't see any one graph under the performance tab maxed out.

I could not find any other forum posts or wiki articles about this issue, please help me troubleshoot it and educate myself.

Please install the following:

• Graphics driver
  
• Audio driver
  
• Ethernet driver

Provide another MTADiag log after installing.
