I need a quality hoster for a decent price

Hello, i am looking for a hoster for my mapping server, here are the requirements:

• 3-5 slots (or more if the same price)
  
• Price range is about 0,25-1 USD a month (depending on the amount of slots)
  
• Not so laggy
  

PS: If someone can offer me a free server, that solution is always open
