There are some servers basemode visitors do not die, but die with a knife , grenade and Explosion Because of lagger and FPS.

I expect that the solution is to set max ping to 450.

if you're domestically hosting the server, get a commercial dedicated server (or VPS). If you want to set a max ping, you can use this resource.
