My Server Won't Show in the Server Browser!

What do I do? Please, explain step-by-step.

I was able to make it local, but then I would be the only one on that list. When my brother searches my server name he doesn't see it on the local and we use the same router for WiFi/LAN (I have the desktop, he uses Laptop).

I tried too many ideas to continue on my own, can someone please help me?!!!!

Type OpenPorts in your console, you need to open specific UPD/TCP Ports and that command will show you exactly which is open, and which not, and also which you need to open ^^
