Radio Stations and MTA

I have 2 questions regarding to GTA radio stations and internet radio stations.

1 - Is it possible to disable vehicle radio stations on MTA? Is there a function for it? (Server sided)

2 - Is it possible to steam live radio stations (real) using a function into the MTA server?
