[MTA:SA 1.3]upgrade command not working

hi guys i have wrote upgrade in Multi Theft Auto Command Prompt (F8 or ~)

but nothing happen i need to make that working in MTA 1.3

i don't want to restart my server every time ,

i need help

try to write " refresh " into the Console this will maybe work.
