MTA Problem

Okay I recently bought a new computer with windows 7. I have everything all set up. I installed MTA:SA and GTA:SA again. Both installed ok. But when I enter MTA, the game like freaks out, I have it in full screen and the screen keeps blinking off and on very fast so when i put it to windows on the settings it stops but when i enter the browser list i hear a weird noise and when I enter a server its black, the only thing i can see is the chatbox, can someone please help me?

Could you provide a dxdiag report? Press the Windows key + R, type dxdiag, press Enter, click Save all information... and post the contents of the saved log here within Code tags.
