I think that function got removed, setVehicleHandling should do the same job though.

function Break(player) 
    if (not isPedInVehicle(player)) then return end 
    local vehicle = getPedOccupiedVehicle(player) 
    setVehicleHandling(vehicle, "brakeDeceleration", 0.08) 
end 
addCommandHandler ( "break", Break )
