mta staff ranking?

hi guys i was hoping someone would tell me what is the highest rank in the server staff is it admin or RPC or console and also i tried setting myself to admin and opening the in-game admin control panel (i press p) but i cant click anything its all grey'ish and when i click it it doesn't click it doesn't even highlight when i hover over it

Admin is the highest I believe, you might need to grab the latest resources from here think I had that bug before with an outdated admin resource, good luck.
