Startup problem

I recently began to have problems with starting MTA:SA.

I would press the shortcut, the splash screen would show and nothing would follow for maybe 5 to 15 minutes when the game would startup.

I just yesterday re-installed a fresh MTA and GTA. I click the startup, the splash screen appears and disappears with nothing to follow. I check task manager and it shows under processes that GTA:SA is running, I cannot end this process, it just wont end.

If someone could help me I'd appreciate it a lot.

• Install the latest patch of MTA:SA
  
• Install the latest DirectX runtimes

If that doesn't help, delete the gta_sa.set file located in the GTA San Andreas User Files in your Documents folder/library (Windows Vista and 7 users) or My Documents directory (Windows XP users).

Failing that, please you provide a dxdiag report. Press the Windows key + R, type dxdiag, press Enter, click Save all information... and post the contents of the saved log here within Code tags.
