making server error!

this is what shows me when i try to create server

"Error: could not start HTTP server on interface '123.238.92.241' and rt '22005'!"

help please

1) Have you specified any value in this tag in mtaserver.conf?

         This parameter specifies the IP to use for servers that have multiple IP addresses. If left

If so, please remove it and try again.

2) Have you got any other service distributing on port 22005? Maybe another server?
