How would I script this? - Cruise Control

Im brand new to scripting, I would like to know how to script a Cruise Control.

Some features I would like to know how to do are:

outputChatBox when the cruise control is enabled/disabled.

outputChatBox if you aren't going fast enough (25km/h)

Not let the player enable the cruise control unless they are going over 25km/h

When the brake is pressed, or the handbrake is pressed, the cruise control disengages.

If the car is flipped over the cruise control disengages.

Increase/decrease speed while the cruise control is on.
