Some skins are missing

While playing, I saw some skins which are not added to MTA, like Salvatore Leone, the boss of Leone family, he appears in 4 missions in San Andreas:

for example i have skin 212 and i copy it skin to 1001 and get custom texture to it

No, skins written above aren't included in 1.1, but yes it's true, I already have 1.1 and lots of special skins are included but as I said except those written above.

There aren't such ped skins. There are only cutscene objects and there are no models which can work as skins. However, there is one skin which isn't included in MTA 1.1: fat Big Bear. Model name is BB and when I tried it, it worked fine as a player skin.

WTF a skin model named "BB"? Sounds like lie but I'll trust that

By saying BB I mean bb.dff and bb.txd. I found it in the list of special skins in SA SCM documentation, Sanny Builder. I tried to use this model as a player skin and it worked.
