0 Towncivilian
If there is a D3D9.dll in your GTASA directory, delete it. Google for "visual c++ 2008 sp1 redist" and install the download that's on the first link. Link to comment
0 Foky
Already installed/repaired vcredist but it didn't help, and there is no D3D9.dll in the GTA San Andreas folder. Link to comment
0 Towncivilian
Try installing GTASA and MTASA to C:\ instead of Program Files. Link to comment
