I got a few questions.

* I was wondering, is there a resource that makes it possible for players in a raceserver to buy maps?

Would be really glad if someone could tell me.

* How to create a GUI, where players are able to see the best rated maps, the worst rated maps etc.?

There is not such resource available for public.

about how to create rating system well, you will need to learn how to script for that
