Needs help on how to add Hostile Peds on a map.

Obviously , i'm new to scripting and would like to know how to add peds to my server and if i can make them hostile whenever a player is in their radius. Knowing how to add guns to them would also be greatly appreciated.

Yes i did see the post about peds aim and shoot. but it didnt help me too much.
