If you didn't install it, just re-run the installer and just check "Server". 3 ways: %MTA INSTALL FOLDER%/server/MTA Server.exe - Recommended Start MTA -> Host game - Less recommended Start MTA -> Map Editor - Not exactly recommended For more information, read the MTA Server Manual.
