Resource menu v1.1

Fast way to start/stop/restart resources without needing admin panel.

Please note that this resource is for 1.0 only.

Features:

- Start resource

- Stop resource

- Restart resource

- Last action (for example want to restart a resource many times)

- Needs players to have at least function.banPlayer right.

Show cursor (b), hold down r and right click on mouse.

Uses YAML

Don't forget to give this resource rights to start and stop resources
