GTA SA Gameplay sped up for some reason (glitch?)

I'm having a problem with my Grand Theft Auto San Andreas. The gameplay/clock is sped up 5x the regular speed in single player and on MTA.

Has anyone had this problem before and/or knows how to fix it?

You got a dual core AMD i suppose. Get the latest drivers from amd.com, or if this doesn't help get core optimizer from the same place

I have the same problem, but cannot get the optimizer to work. I have an AMD Athlon 64 X2 6000+ processor and I'm running XP 64 bit. The optimizer installs just fine, but when I go to run the program NOTHING happens. WTF?
