mirc wont connect to my server

hi ive got a problem, i got a working mta win32 v1.1.1 mta sa server that people can join and see in the server browser. the remote admin is also working and i can rcon_login. now i want script to run on my server but they aint working i cant connect whit mirc to my running server! all port are forwarded, if i try to login it says: * Connecting to 192.168.2.136:4003... (Admin+)

* Disconnected: Timed out. if i use local host: * Connecting to 127.0.0.1:4003... (Admin+)

* Disconnected: Timed out.

* Send: 23B | Recieved: 0B | Time: 9secs

i always get that error i have the latest mirc and the mta irc v 3.24, what can i do to solve it i cant connetc to my ip and 127.0.0.1 (localhost) doesnt works either. what is my problem what did i do wrong?! what program do i have to use to load script on my mta sa server, do i have the wrong one? where can i find the best mta mirc scrpits to run script on my server.
