[CD16] Connection Error

Hello. A few weeks ago, Me (and two of my friends) have this problem with MTA.
Servers aren't showing up in the list. When connecting via IP, I get this error (CD16).

I've tried everything. I've disabled my firewall, disabled it everywhere is possible, disabled my antivirus, changed game compatibility, and finally, I ran MTADiag.

I'm new here, so don't judge me too harshly.) MTADiag gave me the following link. As was said, it should be posted here.
