not MTA (although i will play it too) im talking about the single player standard version. will my new laptop run it, and if so how smooth?

yeh that seems to be pretty fine for SA

what about the dvd drive? its only 8x and the recomended is 16x. how much will this affect the game play/install?

It should be ok... it won't affect gameplay because you can choose to copy all radio stations to your hard disk, so it wouldn't be reading from it mid-game. It'd just check it's genuine at startup and then never read the disc again.
